Here's an idea. The Republican leadership of the House of Representatives should resign. Let the Democrats elect a new Speaker and House Leader. Naturally, the US has no procedure for an early election, so the new leadership would remain in the minority.
This is where the advantages begin to tip in. Instead of the GOP putting forward silly ideas of its own the GOP would let the Democrats would put their silly ideas. The great advantage is that because the Republicans have the majority, all the Democrat ideas would be defeated.
Harry Truman once accused Congress of doing nothing. That sounds like a suitable approach to me.
